why not graft first and THEN place the implants in solid bone?

After elevation of the sinus membrane there are two possibilities for placing the implants simultaneously with the grafting material. The first option is placing the fixtures half way, adding the grafting material in all aspects and then screw the fixtures all the way. The second option and that is how I do my sinus augmentations today is filling up the entire compartment and than screw the fixture all the way. Care should be taken to ensure adequate filling especially on the palatal medial aspect.
